"Dirty or Fair?" How about "Ugly and Inappropriate"? God, I hope this doesn't catch on. Back here (locally) we've finally gotten different laws/codes/whatever passed that actually categorize low shorts as indecent exposure, which I think is totally legit - I don't want guys showing off their underwear (or worse, their cracks).

Oh Yes, this type of action should be obligatory in ladies football - I would support beach volley-ball type apparel and removal of any garment for a goal celebration would be rewarded with a 'green' card. A green card can be used to cancel out a previously awarded yellow card, removal of all garments for the remainder of the game would down-grade a red card to a yellow - where further penalties are accrued, the offender may nominate a team-mate for similar treatment. Now the ref (assuming the ref is a lady...) perhaps there could be a punishment for when the TV replay shows that she got a call wrong... Oh this is all getting out of hand and I am going to have to go for a lie-down... I hope you don't think that I am devaluing ladies football at all??? If accused I am going to say I was just being 'ironic' OK??
